Soccer faq’s
This page contains some frequently asked questions (FAQs) that come up during the soccer season.  Also note that the FIFA web site has a great set of FAQ pages to clarify rules and interpretations.

Question 1:  When a team takes a goal kick, how many of the kicking team’s players may be in the penalty area?

Answer 1:   There is no restriction to the number of kicking team players located in the penaly area during a goal kick.  Opposing players must reamain outside of the penalty area until the ball is in play, when it is kicked directly beyond the penalty area.

Question 2:  Where must the ball be located for a goal kick?

Answer 2:  The ball may be kicked from any point in the goal area.

Question 3:  Sometimes when a player is nearer to the opponents goal than the second last opponent an offside penalty is not called.

Answer 3:  A player can be in an offside position that does not result in an offside penalty.  A penalty will only be called when in the referee’s judgment the offside player is involved in active play (gaining an advantage) when the ball touches or is played by a team-mate.  There is no offside penalty if a player receives the ball directly from a throw-in, corner kick or a goal kick.  Also note that a player is not in an offside position when in own defensive half of the field.
